The summery of this film is that it is portraying the development and the destruction of a city. The rapidness of the film is meant to reflect the reality of the city everything moves at a fast pace. The dark lines and the black areas are to reflect the slow destruction of the environment and pollution in the air and the noise pollution. The noise increases as the image becomes busier. The fact that it wont stop, displays a question when will the development of a city stop.
